Message From the Conference Chairman,

On behalf of the Conference Committees of ELECO'01, I would like to welcome to all participants, who are coming from 23 different countries, 4 different continents and presenting valuable papers on electrical and electronic engineering topics. As it was stated earlier that every paper has been reviewed and, comments and remarks of referees have been carefully implemented during the paper selection process. I also would like to thank to all contributors for presenting such interesting papers. This conference is second ELECO event. The first one was held in 1999, which was very successful. Similar to the first one, the conference venue is Bursa, which is one of the most popular historical and touristic city in Turkey, at one side Uludag is located as a skiing resort and at other sides there are many sea resorts, beaches and two lakes. Bursa was an important city during West Roman Empire period that covers the first millennium, as well as the Ottoman Empire period, which covers the most of the second millennium. Bursa is not only famous with its natural beauty but also important with its industry. It is traditionally a silk and textile town. Two big car manufacturing factories, Tofas-Fiat and Renault are located in Bursa and exporting quite portion of their products as well as contributing to the technology of our country with their R&D efforts. Additionally, electric, electronic and machine tool industries are well established and steadily progressing in Bursa.

ELECO'01 is jointly organised by two universities and the Chamber of Turkish Electrical Engineers Bursa Section. One of the organising universities is Uludag University, which is located in Bursa. Uludag University's development is continuing ever since it was established in 1975. The other organising body is Istanbul Technical University (ITU) that is celebrating the 228th anniversary in this year. No need to mention that the successful products of ITU graduates could be seen all over the country as well as the world.

Scientific and Technological Development Council of Turkey and two IEEE societies support this conference. IEEE Power Electronics Society and IEEE Circuits and Systems Society are "Technical Co Sponsors" of ELECO'01. Additionally, some selected papers of ELECO'01 would be published in special issue of AICSP, Analogue Integrated Circuits and Signal Processing Journal, which is highly respected Citation Index article.

ELECO conferences are becoming traditional biennial events. I hope this conference would contribute to the science and technology, and also promote the understanding and friendship between the scientist and engineers gathered from various countries.
